    It's a Stand but you Must Sit

    We have received a memo from the SPL regarding standing in seated areas. We have reproduced it here in full so that the supporters may be aware of the official position regarding this issue prior to the re-opening of Caledonian Stadium.


    STANDING IN SEATED VIEWING AREAS

    All persons entering Football Grounds in Scotland are admitted subject to Ground Regulations and to the Rules and Regulations of the Scottish Football Association, the Scottish Premier League and the Scottish Football League.

    Recent trends have identified an increase in spectators standing in seated viewing areas. The common Ground Regulations pertaining to Scotland clearly state "Standing is FORBIDDEN in seated viewing areas".

    While in no way attempting to nullify the "football experience" when supporters will react to incidents, goals, near misses etc it is incumbent upon all "in the interest of safety" to adhere to the all seated regulations. This recommendation was a result of the Taylor Report on the Hillsborough .Disaster and part of the success in improving the behaviour and accountability of those who attend football.

    Already one local authority Safety Team in Scotland is taking a pro-active role in addressing the trend and the ultimate sanction on the club is to reduce the capacity in areas where supporters refuse to sit down. This sanction is clearly outlined in the Guide to Safety at Sports Grounds publication paragraph 1.4 where it is stated that viewing accommodation capacities should be assessed in conjunction with the quality of the safety management of that area. This assessment is known as the (S) factor and is an integral part of the ground Safety Certificate.

    This information is communicated to all Clubs for their information and dissemination to their fan base as appropriate.

    The concerns are endorsed by The Scottish Football Association, the Scottish Premier League, the Scottish Football League and the Football Safety Officers Association (Scotland).
