This is generally true. Also nb that the Scottish traveller hates to be associated and confused with the Roma, ie gypsies, branding them as crooked, dirty and unreliable. AFAIK the correct name for those itinerant folk is "gypsy travellers" as specified by the Scottish government. I fully understand the discussion about their being Scotland's forgotten other. BUT and this backs up Scotties comments about context, if travelling folk are correctly called "gypsies", how the hell can it be an insult? We know that RC supporters are not, on the whole gypsies, so any usage is metaphorical.
Also any connections between Romania and Roma are spurious. Roma trace their origins to India, according to latest thinking, and the word, gypsy, is an adaptation of Egyptian, where it was once thought they came from. Scottish travellers, btw, have a fascinating history too, not least in the USA, where they are, or were, early C20, the byword for cheating and meanness.
All very confusing and interesting, but heavy handedness does nothing to clear it up.
Having lived on Romania for a number of years and had a look at where the gypsys originated from your account above is exactly how I read it.
