The ball has to leave the penalty area before it becomes active. It's hard to see from that footage, but it does seem to fly beyond the 18 yard line before floating back, so therefore it would be a goal. If it didn't go beyond the 18 yard line then it's not a goal.

I can only assume the ref thought ot went beyond the line
