This is from an FA document that bases itself on the FIFA statutes, but no reason to suppose its much different for us ! Requesting International Clearance - The Procedures 1. FIFA Regulations governing the Status and Transfer of Players require National Associations to issue an International Transfer Certificate for any player over the age of 12 who is moving from one National Association to another. [NOTE: includes Scotland, Wales, N. Ireland & Eire] A clearance will not normally be issued for a player under the age of 18 unless his family is moving for non-football reasons. Within the EU/EEA a player can move countries over the age of 16 subject to the labour laws of the country he is going to, and confirmation that his education and training will be looked after by his new club. 2. The Association which a player is leaving will issue the International Transfer Certificate to the National Association to which the player is moving. This is now only allowed within 2 transfer windows in a year. From the end of a League's season up to the 31st August and for the month of January.] 3. The Football Association shall make a request for an International Transfer Certificate to the issuing Association. In order to identify a player correctly the request should include the player?s full name, date and place of birth and the name of the Club for which he was last registered together with written confirmation that the Club wishes to register the player. 4. An Association, having received a request from another Association, is obliged to issue an International Transfer Certificate providing the player is not under written contract to a Club, is not suspended from football for disciplinary reasons, and has fulfilled all obligations to the former Club. 5. Clubs seeking International Clearance should make a request in writing to the Registrations Department of The Football Association. The request may be faxed direct to the Department on 0844 980 0663. E-mails can be sent to: [email protected]. Clubs and players may be required to complete a questionnaire. 6. The Football Association will ask the National Association concerned via fax for an International Transfer Certificate. This will be done by post in the event of a fax facility not being available. 7. When an International Transfer Certificate has been issued to this Association the Club and/or player will be notified by fax, telephone, e-mail or letter by the Registrations Department. Until notification has been received the player may NOT be registered or play for a Club in England at any level. 8. Such a player may NOT play in a competitive fixture at any level in England until an International Clearance has been received and registration has been accepted by a League and/or this Association. Letters from National Associations and Clubs are NOT sufficient to enable a player to play competitive football. 9. Players may train or play in ?behind closed doors? friendly matches without International Clearance. However, in these circumstances, the Club should have the permission of the player?s former Club. For friendly matches played in public the written permission of the other National Association is required. 10. Should The Football Association not receive an International Transfer Certificate, or a reply stating a reason why this is not being issued within 30 days of the request, then a provisional clearance can be issued. 11. FIFA Regulations governing the Status and Transfer of Players are published in The Football Association Handbook. 12. Even if the International Transfer Certificate is received players who DO NOT hold a UK or EU passport, or do not have Home Office authority to live and work in the UK, CANNOT take part in any match at any level at which spectators pay for admission. This is a Home Office ruling. 13. It must be appreciated that delays do occur when requesting International Clearance from other National Associations. When a request is made to ourselves by a Club this is faxed as soon as possible, usually the same day, to the other National Association concerned. We are then in their hands as to how quickly, or slowly, a reply is made. This Association gets as exasperated as Clubs and Players when delays occur, especially as we wish each case to be concluded as quickly as possible in order to save this office making many repeated requests.
  2. as serious as that is, it is very "minor" compared to the fallout if he had proceeded to trial and been convicted of rape !

  4. A bit of a missed opportunity here methinks ...... Is the promotion of youth development really worth 10 times as much in the SPL as it is in the SFL?
  5. Nobody appears to know the official answer but the speculation is that it is an extension of the "Radio5 Live" issue, especially as today's game was Vs Hearts. Basically,Rangers have banned Radio5 Live from Ibrox, and said they will do no interviews or co-operate with them in any way until such time as they apologise for Nicky Campbell's assertion on his show in May that the "Hearts Fan" that attacked Lennon in the Hearts-v-Celtic match last year could have been a Rangers fan in a cunning disguise ..... Radio5 have so far refused to apologise and have backed Campbell !!!
  6. Bring back Hercher Far enough? Baltacha? Interesting to hear the views of those who were at the game. The radio commentary didnt make it sound as dire as those who were there have done. Based on the radio, it sounded like they were decent and took their chances whereas we pressed and didnt take the chances we had .... either because of the woodwork (twice) or because we couldnt finish. It's a long season, and the silver lining in this game may be the fact that several other managers were at today's game and will be writing us off as cannon fodder .... get a good right back in, get Cox fit and playing in that central defensive midfield role and we may see things a bit better !

  9. Terry's new-look troops head for SPL starter at Motherwell with confidence Caley Thistle kick off their sixth SPL season in seven years by facing Motherwell at Fir Park -- with manager Terry Butcher stressing the team's aim has to be that elusive top six spot. Caley Jags came so close under Charlie Christie and Craig Brewster -- and finished seventh in Butcher's first full SPL season in charge. "Top six would be great and that's the target for us", says Terry, who has six new signings in his squad -- Greg Tansey, Andrew Shinnie and Aaron Doran in midfield, Josh Meekings and Tom Aldred at the back while Billy McKay and Gregory Tade are up front. "We have a whole new team, the majority of them new to SPL football", adds Butcher."What we want to do is make the same impact or better as last season." Most of these, injuries allowing, are expected to face Motherwell in a much changed lineup since our last visit there on January 15, when a goalless draw saw Caley Jags stay in fifth spot. But it was Stuart McCall's men who were to leapfrog them late in the season to grab the last Top Six place. The Caley Thistle side last time was Esson; Tokely Innes Munro Shinnie; Duncan Ross Duff Foran; Sutherland Rooney. There are six survivors of that eleven, with Chris Innes, Grant Munro, Russell Duncan, Stuart Duff, and Adam Rooney having moved on. The subs were Proctor, McBain, Odhiambo, Tuffey, Golabeck, Sanchez and Blumenshtein. Of those, Roy McBain, Eric Odhiambo, Stuart Golabek, Danni Sanchez and Gil Blumenshtein are no longer at the club. The goalless draw was our only trip to the Steelmen last season but we faced them twice at Inverness. In November, goals from Alan Gow and Nick Blackman put 'Well in command before Stuart Duff pulled one back. It was a happier tale in March when we won 3-0 with Shane Sutherland hitting the opener then Richie Foran and Alex MacDonald netting. Skipper Richie Foran and his new-look side are looking for an encouraging performance to take in to next weekend's first home game against Hibernian.
  10. Glad to hear the club are looking to extend Butcher and Malpas' contracts. Hope Butcher and Malpas are happy enough to sign them now !!!
  11. yes. it will be ready before Saturday. in fact it has been created, just to add fixtures to it once all the i's are dotted and t's crossed on our fixture license (long story). you can go to the page now and "join" 2011/12 season from your profile on that page. For anyone wanting to try it this year, the login is separate from the forum login so you need to create a login and use that.

okey dokey ..... tickets printed, work clothes discarded in favour of TFC top and a pair of casual shorts (it's 36? here today, 46? with humidity, ie. really hot and sunny), ready to jump on the highway to drive downtown and meet up with friends for a pre-game beer ..... It's TFC -V- Dallas tonight and the debut (hopefully) of Torsten Frings and Danny Koevermans and some combination of the other 5 new signings made over the last two weeks !!! IF TFC win (and based on this season's performance thats a huge IF), it will be their 50th win in all competitions since 2007 .... (also have 50 draws and 68 losses so still a bit of catching up to do) .... With a total of 7 new signings it almost feels like the opening game of the season (again).

Statement from ICTFC: In response to local speculation, ICTFC can confirm the club has received an offer of a six figure investment in the club. This has come from a small group of Inverness exiles who have supported Caley Thistle from afar and who have now indicated a willingness to become more involved. Club chairman George Fraser said: "We feel it is only fair to confirm that this offer has been received. The board is encouraged by the fact that, in this challenging financial climate, there are people willing to invest in, and support, the club. "There are a number of issues which require to be agreed by both parties but hopefully these can be concluded in the next 10 to 14 days. "Operating an SPL club has never been so financially demanding and the proposed investment would be of great value to assist Caley Thistle going forward." "The proposed investment was stimulated by, and is connected to, the previous statement by former chairman David Sutherland offering to transfer his majority shareholding to potential new investors." Mr Fraser added:"In fairness to all parties, the club will be making no further comment on the present investment offer until all matters are concluded."
  14. I would be more inclined to look toward Houston, Texas but until it is made public I guess we can all speculate on the identities and the location of "the exiles" ..... Bottom line is that it seems to be good news for the club and if the 'exiles' are indeed ICT supporters then I would hope that the offer is based on genuine feelings for the club and designed to move the club forward rather than any agenda that might be present when someone with no affinity towards or connection to a club takes it over.
  15. Skipper is encouraged by new faces and new flexibility as Caley Jags begin SPL countdown Club captain Richie Foran feels Caley Thistle have more pace and more options in their squad for the new season. The Dubliner is impressed by the new faces and looking forward to Saturday's SPL opener against Motherwell at Fir Park. "Our week in England worked out ideally and has us in the right mindset for Motherwell and the games beyond", says Richie."It was a great bonding experience which helped the new boys settle in and it helped the shape of the team. There were no distractions, we were able to focus fully on football and it was a really professional operation which has us all in good heart. Motherwell pipped us for a top six spot last season and they'll be very disappointed if they don't take three points on Saturday. But we're going down there to win and that would be a great start towards us reaching the top six this time, which has to be our target." Fans favourite Foran acknowledges that manager Terry Butcher has mentioned a possible lack of experience. But Richie says: "We have Ross Tokely, Ryan Esson and myself who are seasoned campaigners and new boy Greg Tansey, though still only 22, is showing he's an old head on young shoulders. Greg reads the game very well and plays like someone much more experienced than he actually is. Andrew Shinnie is proving excellent, he's clever with quick feet and he can cause teams problems if he gets on the ball. What has struck me from our warm-up games is that we can now change our team shape more readily. We have brought in very good pace in the side. Tom Aldred gives height at the back while Gregory Tade, when he recovers from injury, offers us something very different up front with his height and strength." Foran's leadership -- and his ability to conjure goals -- will be important to the Inverness campaign. Richie made 31 SPL starts last season and contributed 14 goals as well as his midfield drive and skill. He's convinced the three game unbeaten tour in England has helped set up Caley Jags for another good season. "There's genuine confidence in the squad, we're in good shape and we believe we can give a good account of ourselves", says Richie."It's no excuses -- top six is our aim."

At today’s AGM, Ralph Topping was elected for the third time as Chairman of the Scottish Premier League. Derek Weir of Motherwell FC was elected following nomination to form part of the five-man Board of Directors. Ralph, Derek and the Chief Executive, Neil Doncaster, will be joined by Eric Riley (Celtic FC) and Steven Brown (St Johnstone FC) who were re-elected by the clubs to complete the SPL Board. Rod Petrie (Hibernian FC) and Stewart Gilmour (St Mirren FC) stepped down from the Board today after eight and two years’ service respectively. Ralph Topping, Chairman, said: “On behalf of the Board and the Clubs I would like to thank Rod Petrie and Stewart Gilmour for their time and valued input during their terms; and welcome Derek Weir to the Board.
  18. If I was guessing, the words Accrington Stanley and Shrewsbury Town would come to mind ..... nice article though and sounds very accurate .... a portion of decent agents who get things done, being dragged down in terms of reputation by the w****** or worse, by the pooorly qualified 'entourage' of the w****** !!!!
  19. With competitive SPL action just a week or so away, cbfootball.co.uk is delighted to announce that Score Selector is back and ready for you to enter your first set of scores. This is your opportunity to show off your SPL knowledge by predicting scores for each SPL fixture throughout the 2011/12 campaign. You can create your own mini leagues to see how you compare against friends, family and workmates, as well as measuring up how you perform amongst your fellow supporters. As well as the grand prize of £10,000 for the overall winner, we have a weekly prize of an iPod shuffle, and a monthly prize of £500 for the person with the most points over the month. There is also £5000 up for grabs for the first person to correctly guess all 6 scores in a fixture group - remember this is a one off, when it’s won, it’s gone. Accounts and mini leagues from last year are still valid, and you have the opportunity to change your screen name up until the first day of the new season. So check out the Score Selector section at www.cbfootball.co.uk and enter your predictions for the first set of fixtures for this season, or register if you’re a newcomer. Good luck for the season ahead! If you have not already signed up for Score Selector you will need to register before it will allow you to join the league. Terms and Conditions apply, see www.cbfootball.co.uk for full details.
  20. Setup a page on the main site to display player twitter feeds .... you should now see a menu option just under the CTO header graphic that says "player tweets" Currently listed (along with the official club twitter ad the BBC and MFR) are: Jonny Tuffey, Jonny Hayes, Aaron Doran, Nick Ross, Tom Aldred, Greg Tansey and Graeme Shinnie. I did add Andrew Shinnie, David Proctor and a couple of others to the page initially but they either dont tweet often or in one case seems to have been hacked and its just twit-spam being posted. If you have any additions to suggest, please drop them in here
  21. Scotty replied to Scotty's topic in General Football
nahh, its reasonably simple here ! 1. MLS (the league) owns the contracts of all players. 2. Clubs dont buy players from each other, they trade them 3. To even up the deals, clubs can offer other incentives on top of deals like draft picks, allocation dollars, international roster slots, or 'future considerations'
  22. always want St Mirren to struggle but think that accolade may go to St Johnstone this year as the Buddies are doing what appears to be some decent squad building. Aberdeen will not be as bad as this year, but Hibs might be. despite financial troubles Killie will trundle along and I think Dunfermline will also do the same as the newly promoted side tends to do reasonably well (with the exception of Gretna). Not sure about Motherwell, and that just leaves ourselves, Dundee Utd, Hearts and the OF ...... The Arabs, Hearts and the OF will finish top 4 (would be funny if it was in that order !!!) which to my optimistic mind means we will hopefully be slugging it out with Motherwell, Aberdeen and Killie for our place somewhere in the next 4 spots which leaves Hibs, St Mirren, Dunfermline and St Johnstone occupying the bottom 4 places in that order !
  23. Scotty replied to Scotty's topic in General Football
Rumours continue to abound that Vancouver are doing everything they can to try and sign Owen Hargreaves ! Many Canadian fans call him Owen Whoregreaves given his choice not to represent Canada and if they pull this move off, it will alienate a lot of their fans who the front office are already doing a good job of annoying with their pettiness !!!! On the other side of the country, Toronto FC have been REALLY busy !!! With the MLS transfer window now open our 2 new 'designated players' have now officially signed. Torsten Frings (ex Werder Bremen) and Danny Koevermans (ex PSV) are now TFC players and join our existing designated player Julian DeGuzman to mean TFC now have the maximum of 3 DPs on the squad. The 2 new guys will debut next week against Dallas. TFC could also have a further 4 new players in the lineup (and possibly more) as coach Aron Winter has traded 4 players out of Toronto and brought 4 in ..... Nana Attakora (D), Jacob Petersen (M) and Alan Gordon (F) all head to San Jose in return for Ryan Johnson (M/F), an International Roster spot (available to use for signing 'non-domestic' players) and allocation money (money used to pay wages above the salary cap). Terry Dunfield heads to Toronto from Vancouver with allocation money going the other way (probably the money we received from San Jose - and maybe used in any Hargreaves deal to join Vancouver?) Tony Tchani (M) who TFC received as part of the trade of Dwayne DeRosario to New York heads to Columbus with Andy Iro (D) and Leandre Griffit (M) coming to Toronto. The arrivals are good ones and certainly make TFC a lot stronger and I can live with the departures with the possible exception of Tchani. He is a young central midfielder and built like a brick **** house. A bit raw but he is going to be a big player in MLS when he develops. Might have made a mistake with that one but I guess the TFC defence needs help now so we gave up a future prospect to get it. According to the grapevine, the trades wont end there and might even see some surprising moves .... like our original designated player Julian DeGuzman heading out of TO !!!
  24. on another note, it is unlikely that the club would put up any third party twitter feeds on the official site as they are somewhat bogged down in terms of having to take responsibility for what is displayed on official sites, but there is nothing to prevent us from adding multiple feeds on a page on here ? What do people think ? Maybe we can start a new thread about this ? edit: setup a basic page .... http://caleythistleonline.com/twitter-feeds
