The big questioned this morning though is 'were Inverness cheated out of a Cup Final appearance?' An interesting point from the House of Commons: ''Radical proposals to overhaul the way English football is run could be backed by new legislation, following a withering parliamentary report criticising the failure to introduce new financial controls and increase the influence of fans.'' The SFA on 30 November 2012 ''Scottish football’s governing bodies have launched a new survey asking fans for their views on key issues affecting the sport.'' ICT supporters want honesty and transparency. The Communities Cup is sponsored with public money. The First Minister is a Jambo but his integrity is about fair play. ''The Scottish Government is renewing its sponsorship of this year’s Scottish Communities League Cup, with funding support of £1.7 million'' Can we now see the official record showing Wilson's suspension from the Competition? As others have stated, the truth will come out and freedom of information questions will follow if the SFA does not publish it. Best value is about playing by the rules of the competition and Inverness have played by the rules but we need confirmation that Wilson was not suspended. The fans are the future of Scottish football - Hearts would only want to take their place at Hampden if they had played by the rules of the Cup competition.

The English FA do not need any evidence. It has no bearing on their fixtures possibly in the same way the French have welcomed Joey Barton with open arms. As Alex has indicated Wilson still has the outstanding punishment to be served on his Scottish football passport. It has not vanished. I did say two yellows but I am mindful I should have said a red. It was merely to point out that Zaliuakus is suspended for the final because he has accrued punishments in the competition. If he was loaned out before the final or went abroad he would still have to miss the first league cup match on his return even in five years time. I am beginning to think that the overhaul of the disciplinary system by the SFA is why they are burying records. I repeat that Hearts clearly thought there was an issue or they would not have checked the situation.

ICTRoughi You miss a key point - the punishment can only be applied within the Scottish League Cup. Zaliuakas is suspended from the final because he has picked up two yellow cards. That incurs a ban for the next game in that competition. "He was then transferred to Liverpool that summer. "When the player was signed by Hearts there was a new Fifa International Transfer Certificate from the FA sent to the SFA which made no reference to any outstanding ban. He could only serve his ban in Scottish League Cup. I think someone at the FA has made a balls up with the FIFA transfer certificate. I would assume that if Hearts clarified the point with SFA they would be deemed not to have deliberately fielded an ineligible player. So the SFA advisor has maybe also made a balls up. Its a hard one but perhaps the club should make official complaint if for nothing else than to open an investigation into where the balls up was made.

''We have spoken to the SFA Disciplinary Committee who have confirmed that Danny WAS eligible to play on Saturday.'' Surely it is the Board who have to respond? That said, it seems the SFA have a role. I think this has already been posted in part but here is a reminder about eligibility: ELIGIBILITY OF PLAYERS Players taking part in the Competition must be registered in terms of Scottish Football League Rules or Scottish Premier League Rules as appropriate. 8.1 No Club shall play, or list as a named substitute, any player who, in the same season, has already played or been a named substitute for another Club in the Competition. 8.2 It shall be the responsibility of each Club participating in the Competition to ensure that its players are eligible to play in any League Cup match. If a player participates in a League Cup match, such player being ineligible to play in the Cup match as a result of his suspension by The Scottish Football Association or for any other reason, the Club for which the player participates in the League Cup match shall be liable to such penalty as the Board may decide. 8.3 Any Club infringing this Rule may be disqualified from the Competition and the tie awarded to its opponent. On the face of it the SFA is just burying its head in the sand for fear of more headaches - Levein? ''The Scottish FA is responsible for administering disciplinary procedures for its member clubs. This is essential in protecting the integrity and reputation of the game at all levels, while also providing guidelines of acceptable behaviour for clubs. As part of our new strategic plan, the disciplinary procedures were radically overhauled to provide greater efficiency, accountability and transparency.'' We need to ask Stewart Regan to be transparent.

Hearts know the rules. 'Marius Zaliukas knows he will not participate in the final...' If they had done their homework on Wilson, they would have known he was ineligible and he would have been absolutely transparent. If there was some Mickey Mouse rule that you could nip over the border, miss a game , then loan deals would be rife. If a suspension applies to just one competition, no international clearance is necessary to allow a player to wipe the slate clean....until they come back to face the punishment and serve it.

'If he was ineligible but Hearts enquired and were told it was fine' is not necessarily correct. Due diligence is the responsibility of the club, not the SFA. Alex has apparently posted the rules and confirmation that Wilson would be suspended the next time he was selected for a Scottish League Cup match. It is irrelevant that mistakes were made because the rules are there to be followed and enforced by UEFA as we know from the Nicolae case. The SFA have not had a chance to confirm that they were asked, and yes, Alex is correct.

The big question is why did Hearts do this, if Wilson had served his suspension other than to check that serving it in England nullified it: ''When the player was signed by Hearts there was a new Fifa International Transfer Certificate from the FA sent to the SFA which made no reference to any outstanding ban. Hearts did call the SFA during the week after checking the clearance certificate.'' Were they shocked to find it missing?

McKay's worth
We sell too many players on the cheap. Look at some of the multi million pound duds moving around in England. Billy is not a dud but needs to prove he can continue scoring next year before he considers a move. Rooney has cash in the bank, but does not play. He may just drift as Terry predicted warning him he needed more experience. But he did not listen.

Butterflies are a good sign. We are the diddy team against a team that has been to many finals and earlier this year played very well against Liverpool in the Europa league. The supporters need to work hard for the team and the City once the nerves subside. Let's hope we can do a Bradford!

Contract talks
Andrew has come onto TV to make his position clear which as a non-football agent, I totally agree with. It is that the next move in his career is very important and he wants time to make the right decision. He came across as honest, modest, reasonable and balanced. He has not therefore rejected Inverness but given the ups and downs of football is weighing up what to do. It certainly did not affect his performance last Saturday so we must respect his position.

Hayes just ducking and diving, moaning and groaning, but financially better off. Today's game was critical. It would have been a disaster if we had lost leaving Terry and the team in no man's land. That said, every game is now critical especially next week and if we manage to work harder than Hearts and edge past them, Charlie Bannerman will be able to follow up with ''Against All the Odds 2012/13''.

Aberdeen match
The Aberdeen match will be one of the biggest in our history regardless of who they put out. They believe they will finish second behind Celtic this season so we really need a huge effort to stop their march after the winter break. Brown has to succeed or he is out of football. They will be driven by the need not only for revenge on the 3-2 result but by the fact Ross County beat them 2-1. We will face dangerous players right up to the end of the season so Fraser's likely departure makes no difference. And...as we head into the second half, we have to figure out how not to get thumped by Motherwell again this season.
