Their are a number of games that can be legally owned/distributed and the emulators themselves are not illegal.  I just ask that people use caution in just linking to any old site.

http://www.emuunlim.com/ - is a pretty good source of information for the emulators themselves.  It's been a while since I used their site, but I believe they also have Roms (game files) for the legal stuff too.
