This is from somewhere that looks a long way down the German league system. Possibly the sort of level Lionel was playing at when we signed him? But even he's never done this.

I didn't know that rule until now. I thought that once the ball is out of the box it's in play, which is what the ref here seems to have thought too.

The ball has to leave the penalty area before it becomes active. It's hard to see from that footage, but it does seem to fly beyond the 18 yard line before floating back, so therefore it would be a goal. If it didn't go beyond the 18 yard line then it's not a goal.

I can only assume the ref thought ot went beyond the line
