When Did Things Change?

Growing up I was always taught that people were presumed innocent until proven guilty....when did all that change?

They can't find him guilty of anything, yet they've still managed to take his cash from him....how can that be right? Surely they have to accept his explanation of where the money came from unless they can prove otherwise?
