some pubs round scotland are now showing scottish games on a sat afternoon at 3pm,but they are saying they are not breaking the law because of the 20sec delayed broadcast

that is bull**** !! The hours of 3-5PM on a Saturday are a blackout period for broadcasting live football in the UK as per UEFA article 48.

UEFA Article 48 states that moving pictures must not be broadcast into a member country during the 'closed period' in that country. Moving pictures can be broadcast into a member country outwith the 'closed period' subject to satisfactory geoblocking, to ensure the British Isles holdback period is maintained.

A few years ago you used to be able to watch SPL games that were on at 3pm on a Sat and also English games in loads of pubs across Scotland through Arabic channels and the like. They stamped down on that though and they don't seem to be shown anymore, not in the bars I used to watch them in anyway. Not sure if some places still flaunt the rules though.

I am sure they are still shown in many places either by putting a computer screen on the tv tuned to the justin.tv website or by some satellite feed with Arabic channes as mentioned, but the idea that you can "delay" the coverage by 20 seconds to get around the term "live" just doesnt hold water .....

The UEFA blackout restrictions say "moving pictures must not be broadcast into a member country during the 'closed period' in that country" and makes no distinction between live coverage and almost live coverage. The blanket ban in the UK is from 3-5PM on a Saturday.
