They aren't actually naked, it's flesh coloured material with a few adornments.  Now, I can see how in a brainstorming session some bright spark might suggest this sort of kit just for a laugh, but they probably didn't expect the bosses to think hmmm yes, that's a great idea, not at all inappropriate!
