TCS Concert venue

Got to thinkin about concerts at TCS and wondered wat you guys think the ground could hold WITHOUT the seating ala Elton John. Bearing in mind with seating he had 18 000. I was just trying to think of big artists that might play depending on how many can be fitted in.

Without seating on the pitch I'd guess at around 25,000. But would they get a safety certificate for such gigs.
