It's not clear either way but looks like there's a possibility of a shove by Devine for the penalty and the ref was well placed to see it.

Yeah I was expecting some absolute howler for the penalty decision but it wasn't as bad as I thought it was going to be. Maybe a little soft but it looks like Devine has a fistful of the Annan players shirt as they fall to the ground.
