Although 'logical', It doesn't seem to work that way, these days! 

Looking at last season, Aberdeen and St Johnstone were both unseeded at 'our' stage - but the Dons were at Pittodrie in the first leg (v Groningen), while the saints were away that night in Switzerland!

It's hard to second-guess UEFA - they even put teams in mini sections prior to the draw - randomly in most cases - and it seems, with little regard to geography!

There web site says they take a seeded teams numbered ball and an unseeded teams ball from their relevant pot and out them into another pot.  They then mix the 2 balls ( I kid you not) and then pick out the home and away team. So random it is.
